The dismal state of higher education called for taking immediate and focused measures to assure and enhance the standards of educational quality. For the purpose, a very well planned mechanism of quality assurance and enhancement was needed. Taking cognizance of the situation, HEC has established Quality Assurance Agency (QAA) to spearhead the movement for assuring and enhancing the quality of higher education in the country. QAA will be advised by Quality Assurance Committee for its working and framing requisite policies and programs. The Quality Assurance Agency is in the process of establishing Quality Enhancement Cells (QECs) at all public and private sector universities and higher education institutions in a phased manner. QECs will function at the universities for the implementation of quality assurance / enhancement policies and programs. These Cells are headed by professionals, equivalent to status of Dean, directly responsible to the Vice Chancellors / Rectors. So far 69 QECs have been established in public sector and 15 in the private sector universities of Pakistan. There is no denying the fact that the quality of knowledge being impacted by higher education institutions in Pakistan is not at all satisfactory in the global context. Most of the national universities are not capable of meeting the international standards of higher education. Realization of need for quality assurance in higher education has become a global phenomenon. In Pakistan, the objectives of international competitiveness and compatibility cannot be achieved appreciably without enhancing quality in higher learning on sustainable basis.
